Rohit Shukla
Chief Executive Officer

Mr. Shukla founded and is the CEO of Larta Institute. Apart from being an entrepreneur in his own right (he founded and ran two small technology-based companies early in his career), he also has been a guide and advisor to hundreds of businesses worldwide. Under his leadership, Larta Institute, which he founded in1993, currently manages one of the nation's largest innovation pipelines of companies emerging from federally-funded research (NIH, USDA, NIST, DARPA), 18 top research universities and from a network of global partner nations. He has designed and led dozens of well-regarded innovation programs, including the Venture Forum, (http://www.theventureforum.com), commercialization programs for federal agencies (most notably NIH) and foreign allies of the U.S. (including Australia, Sweden, Finland, Japan, Canada, Israel, Korea, Taiwan and New Zealand, http://www.larta.org/ClientsAndPrograms/GlobalPrograms.aspx), operating under the trademark Global Bridge, technology transfer programs, and education and training programs (including the well-regarded Larta University, which he started in 1997).

He has been an advisor to the OECD, the State of California (he co-created California’s innovation program, CalTIP in the mid 1990’s) and federal agencies on issues around innovation, commercialization, federally-funded research and entrepreneurship. He has written scores of articles on venture capital, wireless and telecom industry, the life sciences industry, entrepreneurship (most recently for Nature Biotech in March 2008), global innovation and technology transfer.

He has a Master’s in Social and Political Sciences from the University of Cambridge, England, and a Master’s in Communications from Loyola Marymount University, Los Angeles. He speaks to audiences around the world on subjects ranging from commercialization, innovation to globalization and entrepreneurship.


Carlos Gutierrez

Carlos E. Gutierrez is the Chief Strategy Officer at Larta Institute, where he is responsible for managing all aspects of the organization's strategy and business development. In his previous role as Senior Vice President, Carlos successfully expanded Larta's client base to include corporations, professional service organizations, international organizations and the government.

Prior to joining Larta, Carlos was with FirstLook.com, a venture-backed streaming media start-up where he led business development efforts securing contracts with partners like the Tribune Company, WindowsMedia.com, and InfoSpace. Prior to FirstLook, Carlos held Sales Management positions with the Los Angeles Times Online and served in San Francisco as Northwest Regional Manager for Internet World Magazine as part of the initial launch team.

Carlos graduated from Cal State University, Northridge with a B.S. degree in Business Management.


Constanza Pachon

Constanza is the Chief of Staff & Director of Operations for Larta Institute. Constanza directly manages all financial aspects of the organization and oversees the development and delivery of the different technology commercialization programs of the organization; including: personalized consulting, workshops, showcase events and research papers. Constanza has been part of the Larta team since the beginning of 2004.

Prior to joining Larta, Constanza oversaw international trade development activities for the Los Angeles Mayor's Office, assisted the Mayor's International Trade Advisory Board, developed analytical papers on international trade and coordinated sales missions, trade shows and other trade related events. Constanza got her Masters in Economics from Javeriana University in her native country Colombia. She also earned her bachelors degree in Economics from Javeriana University. Constanza moved to the United States 4 years ago to attend the UCLA, where she specialized in international trade and commerce. Before coming to L.A., she worked for The United Nations Development Program developing and implementing self-sustainable production projects for violence-displaced communities. She also worked as an economic research specialist for a private consulting firm where she prepared analytical research papers for the Inter-American Bank of Development and the United Nations Economic Commission for Latin America.


Judy Hsieh
Programs Manager

Judy Hsieh is a Programs Manager at Larta Institute. In this capacity, Judy leads the team in charge of the planning, development and execution of Larta Institute's NIH-CAP. The National Institutes of Health Commercialization Assistance Program (NIH-CAP) assists NIH SBIR Phase II awardees in commercializing their promising technologies. Judy directly oversees communications with NIH-CAP participants, coordinates expert mentoring and program events, and develops relationships with major players in the Life Science industry on behalf of the NIH-CAP. Judy has been part of the Larta team since April 2008.

Prior to joining Larta, Judy worked for Kaiser Permanente where she was responsible for the successful implementation and on-going support of various health-care related applications. Judy worked towards the fulfillment of Kaiser's corporate strategic goals, while making sure that the administrative, clinical and/or financial objectives of the applications user were meet.

Judy earned her Masters in Business Administration with a concentration in Leadership and Organizational Change Management from Pepperdine University. She is also a graduate of the University of Redlands, where she earned a Bachelor in Biology.

 

Julie Cao
Assistant Programs Manager

As an Assistant Programs Manager at Larta, Julie Cao ensures that the planning, development and execution of Larta's commercialization programs meet the standards of both Larta and its clients.

Julie contributes to Larta's various technology commercialization programs, with an emphasis on the operations of the programs, particularly the National Institutes of Health Commercialization Assistance Program (NIH-CAP).  She supports Larta in the achievement of its desired goals and outcomes to promote the advancement of scientific and technological breakthroughs and improve the lives of humans around the world. 

With a background in nongovernmental organizations, Julie brings a strong knowledge and understanding of the unique nonprofit sector. Before joining Larta, Julie worked in the international nonprofit nongovernmental sector in various parts of the world, including Japan and Vietnam.  Born and raised in Los Angeles, Julie is a graduate of the University of California, Irvine, where she earned her Bachelor’s degree in Economics and minored in History.  While pursuing her Bachelor’s degree, she had the opportunity to study at the University of Cordoba in the southern part of Spain.  Julie also holds a Masters Degree in Nonprofit Management from Regis University in Denver, Colorado.
